From Providence, Rhode Island, Thomas Brown moved to Fort Worth, Texas and worked as a jeweler until 1889 when he moved to San Antonio and again worked in the jewelry business. He was a self-taught painter, whose work was described as having "all the New England characteristics of fog and cloudy, gloomy effects such as exist before or after a rain". Brown exhibited with the San Antonio Art League where he won a medal in 1894, and the Annual Texas Artists Exhibition. He died at his home and is buried in Fort Worth.
